Notice of LPP Stakeholder Meeting and Availability of Plan Development Scope
July 17, 2018

Pursuant to Attachment K of its Open Access Transmission Tariff ("OATT"), GridLiance High Plains hereby gives notice of a Local Planning Process (“LPP”) stakeholder meeting and availability of its 2018 LPP Plan Development Scope. The stakeholder meeting will be held August 2, 2018 at 9 am (CPT) via teleconference to discuss the Plan Development Scope. Any interested parties may provide input that will be considered for incorporation into GridLiance High Plains’ LPP relating to data gathering and study scope. GridLiance High Plains’ 2018 LPP Plan Development Scope is available for review here. For further details, see GridLiance High Plains’ LPP included as Attachment K to its Open Access Transmission Tariff, filed at FERC in Docket No. ER18-1267 and posted to the GridLiance website.

Notice of South Central’s 2018 Local Planning Process - Initiation of Plan

Today, South Central opens a 30 day window for stakeholders to provide input on study assumptions, ideas, or needs for its 2018 Local Planning Process (LPP). As part of the 2018 LPP, an assessment will be performed in 2018 that identifies actions needed to: (1) maintain the reliability of the South Central facilities in an economic and environmentally acceptable manner; (2) ensure that load, transmission, and interconnection needs of South Central and South Central’s customers are met and services are provided in a manner that treats similarly situated customers comparably; and (3) meet needs driven by public policy requirements established by state or federal laws or regulations.  If any interested parties have ideas, study assumptions, or known transmission issues to be considered in this 2018 LPP, direct them to GHP-planning@gridliance.com by August 1, 2018.  South Central’s LPP is included as Attachment K to its Open Access Transmission Tariff, filed at FERC in Docket No. ER18-1267 and posted to the GridLiance website.

Notice of South Central’s Posting of Business Practice Manual Development Guidelines
April 20, 2018

Today, South Central posted guidelines to develop or update Business Practice Manuals (BPMs), which South Central may use to provide any needed implementation details regarding transmission service under the South Central Open Access Transmission Tariff. Any BPMs developed pursuant to these BPM Development Guidelines will be posted and maintained on GridLiance’s corporate website. Questions or comments regarding any posted BPMs may be directed to South Central’s Point of Contact for Transmission Service at GHP-planning@gridliance.com.

Notice of Discounted Non-Firm Point-to-Point Transmission Service Rates, effective April 6, 2018
April 5, 2018

Effective April 6, 2018, South Central will begin offering the following discounted rates for Non-Firm Point-to-Point Transmission Service under its OATT.

  • Monthly Non-Firm:         $1.9533 / kW-Month
  • Weekly Non-Firm:           $0.4508 / kW-Week
  • Daily Non-Firm:                $0.0642 / kW-Day
  • Hourly Non-Firm:             $2.6740 / MW-Hour

All other prices remain unchanged.


Open Access Transmission Tariff Service

On March 30, 2018, South Central MCN LLC (South Central) submitted an Open Access Transmission Tariff (OATT) with the Federal Energy Regulatory Commission (FERC) in Docket No. ER18-1267-000 to provide transmission service on a non-discriminatory basis to any eligible customer that submits a valid service request under South Central’s OATT. South Central is a transmission-only company (Transco) formed by GridLiance Holdco, LP (GridLiance) to partner with municipal electric utilities, electric cooperatives, and joint action agencies in the Southwest Power Pool (SPP) region to solve transmission issues, optimize its partners’ systems, and help manage costs on these systems to the benefit of its partners and the broader transmission grid. South Central is wholly-owned by GridLiance Heartland LLC, which is a wholly-owned subsidiary of GridLiance. South Central requested an effective date of March 31, 2018 for its OATT.

South Central currently maintains a waiver of the FERC requirements to establish and maintain an Open Access Same-time Information System (OASIS). In lieu of an OASIS page, South Central will post certain information regarding the rates, terms, and conditions of its OATT service on the South Central page of GridLiance’s corporate website. 

South Central is a transmission owner pursuant to the SPP Regional OATT and will not provide transmission service under the South Central OATT on any facilities under the functional control of SPP.
