Bary Warren is director of regulatory affairs and compliance at GridLiance, an independent electric transmission utility company. In this role, he manages GridLiance’s regulatory affairs and North American Electric Reliability Corporation (NERC) compliance activities, including policy development and external advocacy. Previously, he served as vice president of Corporate Development for the company’s subsidiary, GridLiance High Plains, the company's operating utility in the Southwest Power Pool (SPP) region and GridLiance Heartland, the company's operating utility in the Midcontinent Independent System Operator (MISO) region. In this capacity, Warren helped lead corporate development efforts related to assessing new transmission business opportunities, exploring regional expansion and leading public power and electric cooperative partnerships. In support of the GridLiance mission, Warren works to invest in collaborative transmission solutions and long-term partnerships.
Warren brings more than 30 years of experience in the power industry, having held various regional market development and wholesale strategy positions. Previously, Warren served as director of Transmission Policy, Operations and NERC Compliance for the Empire District Electric Company. In this role, Warren was the primary interface with SPP and state Commissions in Missouri, Kansas, Arkansas, and Oklahoma related to regional transmission organization transmission service and NERC compliance. He was also responsible for the development, implementation and advocacy of corporate transmission policy and strategy.
Prior to that role, Warren was the regional origination director for Williams Power Company where he executed regional strategy plans and structured transactions with municipal, electric cooperative and investor-owned utilities.
Warren holds a Bachelor of Science in Electrical Engineering from the University of Missouri at Rolla and a Master of Business Administration from Oklahoma City University.
